- Before work starts, the parties define roles, responsibilities, scope and compensation in a separate written agreement.
In this phase the Hub supports project discovery and preliminary business collaboration. Recruitment, personnel selection and labour-market intermediation are not active through this area; they require separate legal and operational review.
